敏感时刻,岛内爆出长串“监听名单”

      距离明年选举还有一个多月的时间,岛内惊传情报和治安机关(情治机关)监听资料外泄,一时间搞得人心惶惶。
      据台湾《中国时报》12月7日报道,脸书社团“爆料公社”6日有网友发帖称,暗网有人以“贩卖台湾3G监听资料”为题,开价10万美元兜售监听资料,并附上10页监听名单。报道称,这批监听数据详细记录台“国安局”“调查局”“廉政署”和宪兵队等情治机关的相关信息,还注明监听字号、监听时间、对象、执行监听作业的人员等,甚至连审核的法官名字都有。被监听对象包括重量级“立委”及助理、政要、退役将领、地方政府官员及机要。政界人士中有国民党前副主席曾永权、苗栗县议长李文斌等,蓝绿政治人物都有;台军方人士包括陆军退役中将高安国、陆军退役少将许乃权等;不少外国驻台人员也在这份监听名单中。
      名单一出,震惊岛内,民进党当局又将其归咎于“认知作战”。台“检察署”称,此信息由境外服务器投放至台湾社交网站,“是境外势力对台湾进行的认知作战”。台“调查局”6日晚在新闻稿中称,监听数据显然是加工拼凑而成,在选举前夕刻意制造散播,企图制造政党对立、破坏台与“邦交国”关系。
      不过据台湾中时电子报7日报道,记者持暗网名单向某个在上述单位任职的办案人员求证,对方惊讶地证实,“是我们正在听的案子”。他怀疑是台“调查局”泄露的信息,称他们针对该案分别向台“刑事局”与“调查局”投单申请在线监听,流出的都是向后者投单的监听电话,埋怨“这么重要的消息,我竟要通过记者才知道”。报道同时提到,一名调查官也认为数据是真实的,“上面有还在侦办的案件,且有太多同事的名字,不太可能是伪造的”。
      《中国时报》7日称,台湾2021年也曾流出类似的监听名单,指控台“国安局”自2019年起违法监听党政公职、各方驻台人员等。国民党候选人侯友宜7日表示,监听数据外泄让岛内人心惶惶,检调单位在选举重要时刻应尽快厘清事实。其副手赵少康认为此案有两个层次:第一是这些资料到底是真的还是假的;第二,若是真的,是否依据规定开监听票、法官核准,又为何外泄。国民党“立委”赖士葆说,距离选举投票只剩下30多天,若名单是假的,那是为了选举炒作,但要是连调查官都说“感觉像真的”,问题恐不单纯。台湾资讯安全成为一大笑话,民进党当局别只会说对立冲突、“认知作战”。联合新闻网7日称,即使数据内容有真有假,为何机密文件会外泄,才是岛内真正的危机。(张 若)

Among the politicians there are former vice chairman of the kuomintang (KMT) Zeng Yongquan, chairman of the Miaoli County Li Wenbin, and other blue and green politicians; Taiwan military personnel include retired Lieutenant General Gao An-guo and retired Major General Xu Nai-quan; Many foreign personnel stationed in Taiwan are also on the list.

      As soon as the list came out, it shocked Taiwan, and the DPP authorities blamed it on "cognitive warfare". Taiwan's "Procurator's office" said that the information was put on Taiwan's social networking sites by foreign servers, "is a cognitive war against Taiwan by foreign forces". Taiwan's "Bureau of Investigation" said in a press released on the evening of the 6th that the monitoring data were apparently edit and put together, deliberately created and disseminated on the eve of the election, in an attempt to create political parties confrontation and undermine Taiwan's relations with "diplomatic allies".

      However, according to a report by Taiwan's China Times Electronic News on the 7th, a reporter holding a dark net list, sought confirmation from a case handler working in the above-mentioned unit, and the handler was surprised to confirm that "it is the case we are dealing with.". He suspected that Taiwan's "Bureau of Investigation" had leaked the information, saying that they had applied to Taiwan's "Bureau of Criminal Investigation " and the "Bureau of Investigation" for online monitoring of the case, and that all the calls that had flowed out were monitoring calls to the latter, complaining that "I had to know such important news through reporters.". The report also mentioned that an investigator also believed that the data was true, "there are still cases under investigation, and there are too many names of colleagues, it is unlikely to be forged.".

      The China Times said on the 7th that Taiwan had also leaked a similar monitoring list in 2021, accusing Taiwan's "Bureau of National Security" of illegally monitoring parties and government officials and personnel stationed in Taiwan since 2019. KMT candidate Hou Youyi said on the 7th that the leak of monitoring data has caused panic on Taiwan, the Inspection and investigation unit should clarify the facts as soon as possible at this important moment of the election. Zhao Shaokang, his deputy, believes that the case has two levels: the first is whether the information is true or false; the second is, if the information is true, whether it is approved by the judge in accordance with the regulations, and why it was leaked.
