"In the face of the COVID-19 outbreak, we should practice the concept to put the people and their lives above anything else. We should mobilize all resources to carry out scientific prevention and control, and adopt targeted policies, so as not to miss out any single infected person or give up a single patient, to resolutely contain the spread of the pandemic. In the face of the outbreak, we should strengthen solidarity and join hands in the face of the scourge. We should uphold the scientific spirit, give full play to the World Health Organization (WHO)'s key leading role, and promote international joint prevention and control, to resolutely win the global war against the pandemic, with opposition of politicization and stigmatization. In the face of the outbreak, we should work out comprehensive and regular prevention and control measures. We should promote the reopening of business, markets, work and classes in an orderly manner, create jobs, boost economic growth, and restore the economic and public order and vitality. Major economies should strengthen macro policy coordination, so as not only to restart their domestic economy, but also make contribution to the recovery of the global economy. In the face of the outbreak, we should show concern and care to developing countries, particularly African states. The international community should take timely and powerful measures in debt relief and assistance provision, so as to make sure sound implementation of the UN 2030 Agenda for Sustainable Development and help them overcome difficulties."

The COVID-19 pandemic and the major changes unseen in a century are interplaying with each other, but peace and development remains the overriding theme of the times, and people of all countries are more eagerly looking forward to peaceful development and win-win cooperation. The COVID-19 will not be the last crisis of the mankind. We must get prepared to join hands to tackle more global challenges."

7. SOUNDBITE (Chinese) Xi Jinping, Chinese President:
"The 1.4 billion Chinese people have been taking the bull by the horns and exerting all efforts to overcome the impact of the epidemic in full swing and with one mind since the beginning of this year, and speeding up the efforts to restore the normal order of production and public life. China has the confidence in completing on schedule the building of a moderately prosperous society in all respects and lifting all rural residents living below the current poverty line out of poverty, which means achieving the poverty reduction goals 10 years ahead of the deadline set by the UN 2030 Agenda for Sustainable Development. China is the world's largest developing country taking a path of peaceful, open, cooperative and joint development. We will never seek hegemony, expansion or spheres of influence. China has no intention to start either a cold or a hot war with any other country. China insists on bridging differences through dialogue and resolving disputes through negotiation. We will never pursue to outshine other countries or get involved in a lose-win game. China will neither develop with closed doors. Instead it will form a new development pattern in a gradual way that features domestic circle as the main body, and the domestic and international double cycles that mutually promote each other to open up more room for its economic development and add motives to economic recovery and growth worldwide. China will always remain a builder of world peace, a contributor to global development and an upholder of the international order."

Storyline

Chinese President Xi Jinping delivered an important speech at the General Debate of the 75th Session of the United Nations (UN) General Assembly via video on Tuesday, calling for efforts to put people and their lives first in combating the COVID-19 pandemic, pursue win-win cooperation and green resumption of world economy in the post-pandemic era, and uphold multilateralism.

Xi said people of different countries have come together in the battle against the COVID-19 pandemic. With courage, resolve and compassion which lit the dark hour, we have confronted the disaster head on. The virus will be defeated. Humanity will win this battle!

We should uphold the scientific spirit, give full play to the World Health Organization (WHO)'s key leading role, and promote international joint prevention and control, to resolutely win the global war against the pandemic, with opposition of politicization and stigmatization," said Xi.

"In the face of the outbreak, we should work out comprehensive and regular prevention and control measures. The international community should take timely and powerful measures in debt relief and assistance provision, so as to make sure sound implementation of the UN 2030 Agenda for Sustainable Development and help them overcome difficulties," he said.

Xi recalled that China made historic contributions to the world's anti-Fascist war 75 years ago, and supported the founding of the UN, while today, in the same spirit of responsibility, China has actively devoted to the international anti-pandemic cooperation, and contributed China's strength to safeguarding global public health.

China will continue to share its anti-epidemic experience and diagnosis and treatment technology with other countries, and provide support and assistance to the countries in need, so as to ensure stability of the global anti-pandemic material supply chain, and actively participate in the global scientific research on tracing the origin of the coronavirus and its transmission routes, said Xi.

China has seen several of the vaccines it has developed enter the third stage of clinical experiment. After the vaccines are put into use upon completion of their research and development, the vaccines will serve as global public goods, with priority given to developing countries, Xi said.

China will fulfill its commitment of providing two billion U.S. dollars international assistance in two years to deepen international cooperation in agriculture, poverty alleviation, education, women and children and climate changes and facilitate countries to restore economic and social development, Xi said.

"The history of development of human society is a history of our struggles against all challenges and difficulties and our victories over them. We must get prepared to join hands to tackle more global challenges," said Xi.

Xi said the world is currently closely bound and interests of all countries are also intertwined, which needs mutual respect and firm support for multilateralism.

No country can gain from others' difficulties or maintain stability by taking advantage of others' troubles. To pursue a beggar-thy-neighbor policy or just watch from a safe distance when others are in danger will eventually land one in the same trouble faced by others, he said.

Xi stressed that countries should see each other as members of the same big family, pursue win-win cooperation, rise above ideological disputes and not fall into the trap of "clash of civilizations."

The world is diverse in nature and efforts should be made to turn such diversity into a constant source of inspiration driving human advancement and ensure that human civilizations remain colorful and diversified, Xi added.

The COVID-19 reminds people that economic globalization is an indisputable reality and a historical trend. Burying one's head in the sand like an ostrich in the face of economic globalization or trying to fight it with Don Quixote's lance goes against the trend of history. Countries should not dodge the challenges of economic globalization and must face up to major issues such as the wealth gap and the development divide, Xi said.

Xi called for efforts to pursue green development and build a beautiful earth.

Humankind can no longer afford to ignore the repeated warnings of nature and go down the beaten path of extracting resources without investing in conservation, pursuing development at the expense of protection, and exploiting resources without restoration, Xi said.

He noted that the Paris Agreement on climate change charts the course for the world to transition to green and low-carbon development. It outlines the minimum steps to be taken to protect the Earth, our shared homeland, and all countries must take decisive steps to honor this agreement, he said.

Xi called on all countries to pursue innovative, coordinated, green and open development for all, seize the historic opportunities presented by the new round of scientific and technological revolution and industrial transformation, and achieve a green recovery of the world economy in the post-COVID era.

Xi also called for reforming and improving the global governance system.

It is natural for countries to have differences. What's important is to address them through dialogue and consultation. Countries may engage in competition, but such competition should be positive and healthy in nature, Xi said.

Major countries should act like major countries, he said, adding that they should provide more global public goods, take up their due responsibilities and live up to people's expectations.

"The 1.4 billion Chinese people have been taking the bull by the horns and exerting all efforts to overcome the impact of the epidemic in full swing and with one mind since the beginning of this year, and speeding up the efforts to restore the normal order of production and public life. China has the confidence in completing on schedule the building of a moderately prosperous society in all respects and lifting all rural residents living below the current poverty line out of poverty, which means achieving the poverty reduction goals 10 years ahead of the deadline set by the UN 2030 Agenda for Sustainable Development," said Xi.

"China is the world's largest developing country taking a path of peaceful, open, cooperative and joint development. China will always remain a builder of world peace, a contributor to global development and an upholder of the international order," he said.

Xi pledged more support to defend the UN's role in international affairs.

China will provide an additional 50 million U.S. dollars to the UN COVID-19 Global Humanitarian Response Plan, and set up a 50 million-U.S. dollar trust fund for the third-phase of China-UN Food and Agriculture Organization South-South Cooperation.

China has decided to extend the duration of the Peace and Development Fund for another five years upon its expiration in 2025.

China will establish the UN Global Geographic Information Knowledge and Innovation Center and International Research Center for Big Data for Sustainable Development, to step up the implement of the UN 2030 Agenda for Sustainable Development, Xi said.

Xi called for efforts of all nations to build new-type international relations to construct a better world for all.

"The baton of history has been passed to our generation, and we must make the right choice, a choice worthy of the people's trust and of our times. Let us unite, adhere to the common values of peace, development, fairness, justice, democracy and freedom of all mankind, promote the construction of a new type of international relations and a community with a shared future for mankind, so as to jointly create a better future for the world!" said Xi.
